VCOPPA Advocacy & Accomplishments

VCOPPA is committed to strengthening Virginia’s continuum of private provider services through active advocacy, collaboration, and leadership at the state level. Our work ensures that providers’ perspectives are represented in critical policy decisions affecting the children, families, and communities we serve.


Below are recent accomplishments that demonstrate the impact of VCOPPA membership and the value of a strong, unified provider voice.

Leadership in State Policy & Governance

 VCOPPA continues to contribute to statewide decision making by participating in the nominating process for the State Executive Council, helping ensure strong leadership and informed representation. 

Shaping PRTF Regulations

VCOPPA selected and supported provider representatives who worked directly with DMAS on the rewriting of the Psychiatric Residential Treatment Facility (PRTF) regulations, helping improve regulatory clarity and alignment with current practices. 

Advocacy for Modernized Processes

VCOPPA has been a consistent voice in pushing for needed modernization, including:

  • Improvements to background check procedures, and 
  • The transition from wet signatures to secure digital signatures to reduce administrative burden and improve efficiency.

Supporting Providers Through the Transitions

To address challenges during the Commonwealth’s transition away from Magellan, VCOPPA convened multiple meetings with DMAS and Accentra, ensuring provider concerns were heard and payment issues were addressed. 

Maintaining MCO Oversight for PRTF Patients

VCOPPA worked to ensure continued collaboration with state partners around the maintenance of MCO involvement for PRTF services as of November 1, 2025, preserving consistency in care coordination. 

Uniting Advocacy Around Private Day Rate Cap Concerns

VCOPPA brought together a coalition of lobbyists and stakeholders to coordinate a unified response to concerns related to the Private Day rate cap, strengthening the provider community’s influence on this critical issue. 

Guidance on the PRTF Cost Report Process

Recognizing the need for clarity and support, VCOPPA organized meetings for PRTF providers focused on navigating the cost report process, ensuring members are equipped with the information they need to remain compliant and successful.

Foster Family-Based Treatment Association – Virginia Chapter

 The Foster Family-based Treatment Association (FFTA) is an agency-led organization of treatment foster care providers established in 1988 with an initial purpose of defining and refining Treatment Foster Care practices. The Association’s membership is composed of agencies throughout North America currently operating treatment foster care programs. Organizations that are not direct service providers, but have an interest in the field, hold affiliate membership status. FFTA is assisted by recognized researchers and policy-makers in the fields of child welfare and mental health.

Foster Family-Based Treatment Association – Virginia Chapter

 The Virginia Association of Licensed Child Placing Agencies was incorporated in 1976. Our purposes, as defined in the bylaws, are to promote policies, programs and procedures, throughout the Commonwealth of Virginia and beyond, which serve the best interest of children, with emphasis upon children separated from biological parents. Our goals include:

  1. Fostering closer relationships and cooperation among licensed child placing agencies and others who share mutual concerns;
  2. Sharing knowledge, skills, and information relating to services, programs and techniques;
  3. Working in cooperation with governmental bodies on legislation, policies, and procedures affecting children and their families.

 VAISEF is an association of Virginia private providers of specialized education and services for children and youth with special needs, and their families.

Therefore, the VAISEF mission:

is to enhance the capabilities of its members to provide quality specialized education and services by offering an accreditation process and by providing information, training, and networking opportunities; and
to increase opportunities for members to provide services by advocating for a full continuum of services and by advocating for an increased role of the private sector, and by networking with state and local agencies
